The Technocrat Retrofit of London
Official selection onedotzero terrain 09. onedotzero.com The culmination of my fourth year (MArch) in Nic Clear’s Unit 15 at the Bartlett School of Architecture in London. This project is about architectural intervention, but its basis lies in economics. Our current system of economics and politics (as they have converged to a point which is hard to distinguish) is fundamentally unsustainable. It relies on debt and exponential growth, and operates on an abstracted belief system that ignores our finite world resources. Technocracy is a post-capitalist economic system devised and developed in 1920s America by academics and scientists as a solution to the waste and unsustainability of capitalism. Like capitalism (and communism/socialism etc.), it does not concern itself with scarcity, but rather with abundance, with the view that the capacity exists to feed, clothe and shelter everyone in the world. This does not happen with the current system as ‘there is no way to sell an abundance’. This has shown itself increasingly as false scarcity is imposed on us in the form of digital rights management, licensing for broadcasters, action against peer-to-peer services etc. The Technocrat Retrofit of London occurs circa 2070, and marks a return to the community driven sustainable way of living so often romanticised by architects, but with the help of less fashionable technology and top-down systems of government. Fading From View?

13 April 2013. Dawlish Road Tottenham. At the request of residents, double yellow (no parking) lines were painted on one side of this section of road. They are now fading – although now still visible as double yellows.
A resident recently asked me if faded lines are a good ground for appealing against a Parking ticket (Penalty Charge Notice or PCN.) The answer is: "it depends".
The Traffic Penalty Tribunal (which hears appeals from outside London) has cases on its website which decided that lines need not be be perfect. And that It”s enough if a motorist looking at the faded markings would still be clear that they were double yellow lines.
Plainly, though, the test is reasonableness. And there comes a point when the lines are so faint there may be genuine doubt that a driver saw them. With other possible factors such as darkness and poor street lighting, rain puddles, litter, and rubbish on the roadway. So if you are challenging a PCN take photos at the time if you can.
In London, parking appeals go to PATAS – the Parking and Traffic Appeals Service. This administers the independent tribunals hearing appeals against Penalty Charge Notices by London local councils and Transport for London. Visit its website for information and to read the latest cases.
You may also find it helpful to look at the blog Miss Feezance who keeps a close eye on cases going to PATAS from her borough of Barnet. She reported a 2013 PATAS case where a driver successfully appealed unclear markings.
In my own experience, most drivers simply want to know where they can and can’t park; for how long; and if they need a permit how to get one and how much its costs. So the common sense solution is for local councils to make sure their road markings are sufficiently clear. That’s fair on drivers. It also saves time and money for everyone by avoiding representations and appeals by drivers.
